I assume you mean the scout branded ones. I think you can download them from the brand centre (scouts.org.uk/brand)

They're not actually templates - they're just slides.
We (in GME) have put them into a proper template - click here to download.
To use: Open in ppt, save as a template.
Then select new, my templates every time you want to start a PowerPoint
