    so it is established that some-one else on the site called them.

    Did they call the police because a crime had been committed?

    from memory it is at the end of a long lane... no reason to go down it apart from to see somebody/do something planned... you would never be "just passing"

    some scout camps give the local cops codes for the gates and crew hut so they can pop in and use the sofas, toaster and kettle. that is a possibilty...

    they might have been popping in to see a friend who was camping/visit the already mentioned brownies.

    I would have guessed that it was NO1 dropping off the scarf while on duty but we have been told it wasn't an escouter so it can't be that.

    it was dark (so late.) that rules out the brownie visit.

    consall is used by the public... (eg. re-enactoment societies) so that makes me think it could be a visit to a friend... i think a local group has their own little shed on site too...

    i don't think there are police re-enactment societies... that'd be too weird...

    they might have been in hot pursuit of a naughty type... but that would be a very stupid route to take to escape so i doubt that...

    perhaps the site has an alarm that got set off by an escouter and old bill visited for that? doubtful...

    ok... were they visiting a friend who was on site?

    Could it have been due to the on site sat nav sending all the cars over the cliff?
