Does the hall not already have one if it is insured?

When I did it for Church I used some guidance off a fire brigade site.

Go to each room and look for sources of ignition and potential sources of fuel.

Then consider the risk to people - is there anything special (such as constrained access), are there any fire control measures, is there fire detection and warning equipment, is there fire fighting equiment. What is the escape route is it signed and does it require emergency lighting.

Under each heading record what you have seen and also whether things could be improved. For instance could signage be provided, are the fire extinguishers serviced, could some of the combustible materials be stored differently, etc.

It is pretty easy and straightforward. It is also worth doing it as a pair or small group so that you don't miss something.

Any premises should be subject to a risk assessment before being used.

There is also this very very useful document that chub produced for scout halls when they sponsored a badge, invaluable in my opinon when i was looking at fire safety at out hall:

There is a guide here http://www.esfrs.org/community_safet..._id1500384.pdf which combines advice about making premises safe with a step-by-step guide to making an assessment.
