    What is guidance?

    I've been reading various factsheets recently and often come across "guidance" rather than rules. I appreciate that most seem to be common sense but worry that the difference between guidance and rules can be lost to some people.

    What is the deciding factor(s) when HQ are considering which side of the line such items fall?

    Also, is it possible for guidance to become locally imposed as a rule?

    Hi Mark,

    The general preference is to avoid rules wherever possible. Guidance is preferred as it allows some local flexibility and recognisies the diverse nature of our Movement whilst providing a framework etc.

    Don't really think there is much more to add, happy to try if necessary.

    Thanks for the answer but who can (or does) decide if guidance is to be followed or purely taken into consideration?

    Sorry for possibly missing the point but I personally like to use guidance to offer me angles which I may have not considered previously - this doesn't mean, in my opinion, that it is a required direction to take.

    I know you prefer to avoid local rules but the imposition of guidance from HQ (if not a rule) implies a possible local rule.

    Hi Mark,

    Decisions to follow guidance or not lies with the appropriate leaders, GSLs and commissioners etc. depending on the particular activity or issue.

    When deciding not to follow advice or guidance, we just need to be able to explain why it doesn't apply in the particular circumstances I believe.

    I appreciate this may lead to local interpretation, but don't believe this encourages local rules if managed effectively. I certainly believe it preferable to setting more rules if we can avoid it.
