    POR Pre-Launch Checks

    Some POR changes out for consultation:

    Particularly interesting to me are:-
    - They seem not to have removed parental permission for shooting - I thought this was being mooted?
    - They appear to have removed the ability for Commissioners to reclassify waters...does this mean West Yorks will have to reinstate all their Class C? Or is it intended only to stop reclassifying *down*?
    - Archery to go into the Permit Scheme.

    I note the introduction of the phrase "high quality" in relation to the programme of Beavers Cubs and Scouts. 3.7k, 3.8k and 3.9k. Makes me think of performance management!

    They have also loosened the restrictions on .22 calibre air rifle shooting it's now permissable on a range constructed in accordance with nsra guidance that is 12m or longer, dosent necessarily have to be a home office approved range anymore

    But it does mention the Promise which includes the Law.

    No changes to implementation date for Rule POR 14.12 that requires us to all use Compass by 1 January, and that "Compass must contain accurate and up-to-date information on all youth, adult Members and Associate Members of the Association ...".

    But, POR 5.5 requiring "The number of Members and Associate Members must be returned in an annual census of the Group, District or County." and "A list of the names and addresses of Members in a Group at the date of the annual census must be collected by the Group and passed to the District Secretary who in turn will pass a copy to the County Secretary." is retained in POR.

    So, looks like we have to do census by both the old and new methods!

    They will need to sort out the definition of a compound bows as there are real compound bows and there are the kiddie ones that we tend to use for Beavers which are technically compounds - http://www.merlinarchery.co.uk/bear-...set-green.html
    To get more kids we need more adults - are we getting the message yet?

    The proposed new 4.14 downgrades the role of GSLs is the decision of whether to open and close ESUs, restricting it to just GSLs of any (proposed) partnered Group of that ESU.

    This is a retrograde step IMHO when GSLs should be being more involved in such strategic District decisions not less involved.

    "We've" known we were going to have to do that since the initial pie in the sky implementation plan for Compass was released at the beginning of the year. Looks like TSA have finally admitted it to themselves though, which is good.

    Whereas not all Explorers have to be offered a balanced programme, thus enabling fag packet YL units to exist within the rules.

    The Explorers just need a balanced programme, not a "high quality" one. Why do they not get the best??

    I'm highly concerned by the subjectivity of "High", but why on earth shouldn't we demand that our leaders deliver a high quality programme.....
