    But what happens to those groups who can't attend due to dates clash etc?

    Surely the fairest would be to reduce district levy to that needed to run and then allow groups to subsidise if they wish? What is suggested is fair enough if the district really knows what it's groups want and all want the same thing.

    I'm assuming that your district has other funding sources... does it not use any of these to subsidise activities at all?

    Growing up as a Scout, we paid subs throughout the year at what was then the fairly expensive rate of £35/term, but this included summer camp (whether we went on it or not). The result was a very high turnout for summer camp as paying for it was not optional. I don't know of any groups that do this today, but I don't see a problem with the group, district, county or HQ subsidising events as long as either:

    - They are open to all members of the entity that is subsidising
    or
    - Each section has similar opportunities available throughout the year

    Obviously can't answer for Mallah... but our district also charges a very very low levy (<£1 / person)

    The vast majority of its income comes from flats above our city centre district HQ which were converted a few years ago from unused "district office space".

    It is not the mountain we conquer but ourselves
