    POR Updated

    POR has been updated again. No consultation with the masses. No announcement of the availability of the latest version.

    May 2019 version of POR available at www.scouts.org.uk/por

    Changes relate to the Equal Opportunities Policy and Aerial Runways.

    Very minor changes by the looks of it - for Aerial Runways just to correct a web URL. For the EOP I can't see what's changed - anyone?

    The Aerial Runways change is only to update the link to the factsheet.

    Nice to see the amendments going into depth about what the changes are.

    So, I've done the equal opportunities policy, as that's the big one...changes in italics...

    b. No young person should receive less favourable treatment on the basis of, nor suffer
    disadvantage harassment or discrimination by reason of:
    ? Class or socio-economic status;
    ? ethnic or national origin, nationality (or statelessness) or race;
    ? gender (including gender reassignment);
    ? marital or civil partnership status;
    ? sexual orientation;
    disability
    ? political belief;
    ? pregnancy and maternity;
    ? religion, belief or faith (including the absence of religion, belief or faith)
    ? sex
    ? age


    All Members of the Movement should seek to practise equality, especially in promoting equal
    access to Scouting for all young people. The Scout Association opposes all forms of prejudice and
    discrimination, including racism, sexism, homophobia, biphobia and transphobia.

    Note: With reference to sex and gender, membership of the youth Sections of the Association is
    open to boys and girls, and young women and young men of the appropriate ages subject to the
    rules set out in 3.6, 4.6 and 5.6 below.

    Leaders and other volunteers
    To carry out its work the Association seeks to appoint effective and appropriate Leaders, of all
    backgrounds and all areas of the community, and to
    involve other volunteers in supporting roles, all of
    whom are required to accept fully the responsibilities of their commitment.

    No person volunteering their services should receive less favourable treatment on the basis of, nor
    suffer disadvantage, harassment or discrimination by reason of:
    ? age;
    ? class or socio-economic status;
    ? ethnic or national origin, nationality (or statelessness) or race;

    Broadly - sex = biological state, what you are born with whereas gender = mental state, how you identify.

    To be fair, unlike the January update, its unlike these minor changes will actually affect the way anyone does anything or matter to the average Scouter running a programme!

    Interesting how the Equal Opportunities Policy states that No young person should receive less favourable treatment on the basis of, nor suffer disadvantage, harassment or discrimination by reason of ... national origin or nationality, but that POR 3.1d states that "approval of an appropriate Commissioner" is required before "Foreign residents in the United Kingdom" can become a Member or Associate Member.

    Possibly one of the most widely ignored rules in POR, I had forgotten its existence and must admit to breaching it several times already since becoming GSL this year

    Yes, I suspect that is probably one of the most widely ignored rules in POR, and arguably is a breach of the Equal Opportunities Policy in itself. Time for it to be lopped out I reckon.

    I love these lists. I can just hear the dialogue in the committee meeting that discusses them:

    Judith: Welcome to the meeting of the POR committee ...

    Francis: OK "or harassment"

    Stan: or discrimination

    Francis: Yes, yes "or discrimination"

    Stan: or belief

    Francis: but surely that is the same thing

    Stan: are you oppressing me?

    Are we not allowed to discriminate on the basis of expressed "political belief". I am thinking of someone that is self-professed Nazi etc.? Is it not allowed to exclude an adult because of their extreme political views?
